For target systems that run Microsoft Windows NT or Windows 2000, this property indicates whether the environment variable name refers to a system or user environment variable. If the target system runs Microsoft Windows 9x, this property is ignored.

• System  Creates, modifies, or removes the system environment variable specified.
• User  Creates, modifies, or removes the environment variable from the user's environment. The environment variable specified is available only to the end user who is logged on at the time of installation.
